For Each Process Step Is Losing Its Assigned NodeList

I am running nested For Each loops that use separately defined nodelists.  It runs fine the first loop through but when the second node of the first nodelist is supposed to process the nodelist is empty (which should have 7 nodes.)

I didn't think I had to tell the for each what the nodelist to run a second time, do I?

I am pulling data in from a table containing Invoices for the first For Each.  Inside that loop I pull the invoice number and have the process pull all the invoice details from a separate table and push them through a second For Each loop for processing. 

Once I finish processing the details I move to the next Invoice in the outer For Each process.
